Quick question...If an overseas company accepts paypal, and they're a verified user, does this mean they're a trustworthy source? Thanks

It just means they verified thier identity and address with paypal.

If you pay for goods via payapl which are not for sale on ebay make sure you pay to a verified account and sue your ceditcard your payment is then safe
