If you have just setup a new account and are sending/receiving alot of $$ they make limit your account for a while jsut to check and monitor what is happening.Check out the a latest blog post on the SaleHoo Blog. Add a comment

I had the exact same thing happen when I first started using paypal. Paypal does this when your account transactions get high for the first time. All you should have to do is provide them with tracking numbers on orders you've gotten paid for. Check your resolution center it will show what items they want tracking numbers for. Once you've provided tracking they should remove the restrictions on your account.
