Hello, I am in the process of applying for a dbldistributing account, and I was wondering if it is a good idea to have a tax id? Or, would having just a business license sufficient? Is it difficult to acquire either of these? Thank you.

See DBL's front page: "You must have a current reseller tax ID number to establish an account with DBL."
It is very easy to get a tax ID, but you do need to be a business entity, that is a company, sole proprietorship etc. Where you have to go to get your reseller tax ID will vary depending on what state you live in. The best idea is to ring or go down to your local tax Office and ask them what you need to do. Usually it just involves filling out a form - some states will even do it over the phone.
