I wanted to buy an iPhone on eBay but then saw the prices. Why are the prices so high when Apple sells them for $400? Is it because they are unlocked?

Yes the unlocked feature has made the prices go up pretty high on ebay and also apple has had a hard time keeping up with the demand for the iphone.
