*Does the seller reveals his info on the listing?
Yes, eBay requires that the seller mentions his name, city, state, and telephone number. As well as his business name, if applicable
Also, all listings should include the following text:
The sale of this item may be subject to regulation by the U.S. Food and Drug Administration and state and local regulatory agencies. If so, do not bid on this item unless you are an authorized purchaser. If the item is subject to FDA regulation, I will verify your status as an authorized purchaser of this item before shipping of the item.
*Does the buyer and seller exchange details and perform this in an offline transaction ?
Since the listing is posted on eBay, like most any transactions it should be done on eBay.
*Does the listing requires to complete the listing online (so it will get it's fee) and how does eBay makes sure that there will be no offline transactions that will the final value fee of eBay?
I'm not sure how eBay will ensure that no offline transaction occur but eBay encourages all transactions to be done on-site. And I guess since this type of transaction will deal with a large sum of money, it would be best to take advantage of the buyer protection offered on eBay.
*is there any special fees table for med equipment ?
I was unable to find any info on a different set of fees for medical supplies, so it might be safe to say that the same fees apply.
3. Is there any policy or extra info for medical equipment transactions on eBay?
