Hi Jason,
You could still stay close to the products you are interested in like electronics, but instead of selling the actual gadgets (which will require a lot of capital) you can sell accessories instead, like chargers, bluetooth headset/earpieces, casings and screen protectors to name a few. Electronic accessories require a smaller capital, and are not that expensive to buy so the buy and sell cycle rolls over much quicker plus they are easier to ship out.
For branded clothing, you'd have to be quick on monitoring liquidated stocks as most stocks (not to mention the cheapest ones) will come from liquidations.
You can also try selling items that fall under consumables as these need to be replenished so users of such will really be out to buy these items - such as school/office supplies, personal hygiene products.
With regards to getting a Tax ID, you are not really required to get one. But if you do have a Tax ID you'll find that your choice of suppliers will be a whole lot more than if you don't have one.
Maybe getting your business going would be a good way to start then once you feel that you are ready for more, then a quick visit to your county clerk's office would be good too!
All the best! Cheers :)
