Is it normal to pay dropshippers first?

The first, sorry because my english is very bad, I'm new and write from Spain.

I've just found a dropshipper in england but says than if i want to sell his articles i must yo pay 199£ .

Are all the dropshippers like it?

Yes, some dropshippers will require that you sign up and pay their membership fee before you can start dropshipping their products. Although other dropshippers will not require a sign up fee but may charge a dropshipping fee for each order dropshipped.
