Do Canadians dropshippers need a resale certificate?

My name's Nathan and I am very new to dropshipping business. I have been researching about this model for many months now, and there are some questions that I cannot find the answers from the internet:

Do high-quality US suppliers generally expect Canadians to hold a resale certificate?
Is the resale certificate equivalent to a business permit granted by the municipal government?

About the business permit, I have read that many dropshippers decided not to apply for it, and many claimed that dropshipping business can go around with it. However, I would like to see Salehoo members opinion on this issue, too.
