How PayPal money back offer works

Many sellers offer to open a PayPal account and they will offer $ 10 discount if they sign up through their link.
My question is if PayPal pays the seller for each one that registers through his link and how is it done?

lol , it's not a problem to by a member , but i heard that if someone register for Paypal credit by your link , Paypal give you money

When you make your first purchase using PayPal Credit, then they will give you back 10 dollars, but you have to make a purchase through your PayPal Credit account to get that $10 back.
