need some info about paypal

I am pretty new of selling stuffs online, so I need help to undersand how things are working online.
I use paypal as one of my payment method, at the moment it is not an business account, just a personal account.
when i receive payment, sometimes I have to do the accept or deny the payment, and then the money I get is deducted some amount,
but when I get payments that I don't need to do that I get the full amount. What is difference, why in one case I need to do the acceptance and the other
I don't need it at all.
Hopefully there is anybody can give me some explanation about it.

I believe this is when an international Payment is made on an auction. The is a money conversion that has to be made and paypal is asking you if you want to continue with it.
