www.usdwto.com - are they scammers?

hi have found a site that seems to be very cheap and wondered if it is a scam and if any one has heard or dealt with them my main concern is it is based in beijing but it does except paypal check it out for yourself im new to all this and not to sure it is Link hidden: Login to view

This site has barely been active for a Week.

My advise is to stay away. Its most likely a scammer site.
